[The PCD, when it turns on, is facing the ground, swinging rhythmically. You can see glimpses of grass and crumbled buildings with each motion. It appears that Zuko is walking, the PCD in hand, his fingers having hit that stupid button that turns on the recording feature that Zuko hates to use.
